A School for Everyone: Designing an Inclusive Education Model Based on Universal Design for Learning and Educational Equity

Students’ cognitive, linguistic, cultural, physical, and emotional differences challenge the effectiveness of uniform instructional approaches. This study aims to design an inclusive education model based on Universal Design for Learning principles to improve access, participation, and achievement among students with diverse needs and abilities. The proposed model emphasizes multiple means of representing content, engaging in learning activities, and expressing acquired knowledge. It also promotes flexibility in assignments, assessments, instructional resources, and classroom interactions. An exploratory mixed-methods design will first identify barriers to student participation from the perspectives of students, teachers, and parents. The model will then be developed, validated, and evaluated. Its implementation is expected to strengthen students’ sense of belonging, self-efficacy, and academic participation while reducing reliance on educational separation. The study translates inclusive education from a broad policy commitment into practical everyday classroom design.
