This study aimed to identify and explain the components involved in the institutionalization of organizational spirituality, with particular emphasis on the role of ethical climate, and to develop a framework appropriate to the structural and managerial context of the Education Organization of Razavi Khorasan Province. This applied study employed a qualitative content-analysis approach. The study population consisted of university academics, specialists, managers, and educational experts with scholarly or professional experience in organizational spirituality and ethical climate. Participants were selected through purposive sampling, and semi-structured interviews continued until theoretical saturation was achieved. Data were collected through documentary analysis and expert interviews. Open and axial coding procedures were used to analyze the qualitative data, with similar concepts repeatedly reviewed, compared, and organized into higher-order categories. Overall, 114 initial codes were extracted from 466 interview segments and subsequently classified into 10 principal categories. The analytical findings indicated that the institutionalization of organizational spirituality is shaped by the interaction of individual, occupational, organizational, and extra-organizational factors, behavioral indicators of spirituality, supportive strategies, organizational and occupational deficiencies, and performance-related outcomes. Among the identified categories, extra-organizational supportive strategies had the greatest conceptual prominence, with 117 assigned codes, followed by extra-organizational deficiencies with 73 codes and organizational factors with 56 codes. Extra-organizational deficiencies, occupational factors, extra-organizational factors, and individual factors were also among the most pervasive categories. The findings further indicated that an appropriate ethical climate characterized by value orientation, trust, justice, accountability, meaningful work, and work conscience facilitates the institutionalization of spirituality. Such institutionalization was associated with organizational development, stronger organizational commitment, greater creativity, employee retention, and improved performance. Institutionalizing spirituality in educational organizations is a multidimensional and multilevel process that requires alignment between ethical norms, supportive policies, organizational structures, occupational conditions, and individual values. Accordingly, educational managers should systematically integrate spirituality and ethical-climate components into policymaking, human-resource management, professional development, performance evaluation, and organizational transformation initiatives.
